RECOMMENDATION: Appropriate funds for HFD Station No. 26 Harvey Damage Repairs.
SPECIFIC EXPLANATION: The General Services Department (GSD) recommends that City Council appropriate $195,799.88 out of the Miscellaneous Capital Projects/Acquisitions CP Series E Fund to the In-House Renovation Revolving Fund for HFD Station No. 26 Hurricane Harvey Damage Repairs and Investigative Civil Engineering work for HFD.
PROJECT DESCRIPTION AND SCOPE: On August 26, 2017, Hurricane Harvey inundated HFD Station No. 26 with approximately 18 inches of rising water. The risk of loss to property and to life was increased due to the fire station’s non-habitable and inoperable condition. As a public health and safety issue, marginal repairs were necessary to restore operations at this fire station. Furthermore, due to the space limitations of the property, there was no possibility of using a temporary building to restore services while a long-term solution was executed.
The following work was required to temporarily make the fire station operational: demolition and replacement of walls and doors, ceiling repair, painting, installation of electrical wiring, new plumbing, new flooring and new millwork. This is a general listing of the minimal required work that was performed to bring the station back online and to basic operational status.

DISASTER RECOVERY NOTE:
This item is related to the impact of Hurricane Harvey DR4332 and it is the City’s intent to seek reimbursement from the Federal Emergency Management Agency (“FEMA”) and other eligible sources for such expenditures.
CIP FISCAL NOTE: There is no estimated impact to the operating and maintenance costs for this CIP project. Therefore, no Fiscal Note is required as stated in the Financial Policy Ordinance No. 2014-1078.
