SPECIFIC EXPLANATION:
The General Services Department recommends that City Council award a construction contract to Progressive Commercial Aquatics, Inc. on its low bid amount of $429,350.00 to provide construction services for pool and splashpad renovations at MacGregor, De Zavala, Lincoln, Oak Forest, and Hidalgo Parks for the Houston Parks and Recreation Department.

PROJECT DESCRIPTIONS:
The scope of work consists of the following:

MacGregor Park – replace pumps, filters, significant piping rework, new valves and fittings.

De Zavala Park – replace pumps, filters, some piping rework, new valves and fittings, fill existing pump pit.
·
Lincoln Park – replace pumps, filters, some piping rework, new valves and fittings, fill existing pump pit.
·
Oak Forest Park – replace pumps, filters, some piping rework, new valves and fittings, fill existing pump pit.
·
Hidalgo Park – replace splashpad surfacing.
The contract duration for this project is 120 calendar days.
Waterscape Consultants, Inc. is the design consultant for this project.
BIDS: The following bids were received on September 14, 2017:

AWARD: It is recommended that City Council award the construction contract to Progressive Commercial Aquatics, Inc., and appropriate funds for the project.

M/W/SBE PARTICIPATION:
An M/W/SBE goal was not established for this project because the construction cost did not exceed the threshold of $1M required for a goal-oriented contract as authorized by Code of Ordinances §15-82.
PAY OR PLAY PROGRAM:
The proposed contract requires compliance with the City’s “Pay or Play” Ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City Policy.
HIRE HOUSTON FIRST:
The proposed contract requires compliance with the City’s “Hire Houston First” Ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor meets the requirements of Hire Houston First.
CIP FISCAL NOTE:
There is no estimated impact to the operating and maintenance costs as a result of this CIP project. Therefore, no Fiscal Note is required as stated in the Financial Policy Ordinance No. 2014-1078.
