Summary:

RECOMMENDATION from Acting Director Department of Public Works & Engineering, for approval  of  final  contract amount of  $2,477,196.66  and  acceptance of  work  on  contract  with PEPPER-LAWSON WATERWORKS, LLC for Rehabilitation of Grit Removal Systems at Upper Braes Wastewater Treatment Plant - 2.61% under the original contract amount - DISTRICT F - LE

Background:

SUBJECT: Accept Work for Rehabilitation of Grit Removal Systems at Upper Braes Wastewater Treatment Plant.

 

 RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $2,477,196.66 or 2.61% under the original Contract Amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s program to renew/replace inefficient components of the existing Wastewater Treatment Plant (WWTP) facilities.

 

DESCRIPTION/SCOPE: This project consisted of installing two new grit removal systems at the Upper Braes Wastewater Treatment Plant (WWTP). However, during construction, the Contractor encountered undetermined quantities of concrete, where these units were to be located. The removal of this concrete might have caused structural instability to the headworks building. It was decided to relocate these two grit removal units outside the building under another Contract. Temporary supports were installed under this Contract to secure the building. Arcadis U.S., Inc. designed the project with 490 calendar days allowed for construction. The project was awarded to Pepper-Lawson Waterworks, LLC. with an original Contract Amount of $2,543,580.00.

 

LOCATION:  Facility is located at 13525 W. Houston Center Blvd. The project is located in Key Map Grid 529A.

 

CONTRACT COMPLETION AND COST: The Contractor, Pepper-Lawson Waterworks, LLC. has completed the work under the subject Contract. The project was completed within the established completion date with an additional 402 days approved by Change Order Nos. 1-3. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1-2 is $2,477,196.66, a decrease of $66,383.34 or 2.61% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.

 

M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 18%. The M/WBE plan established for this project was 15.11%. According to Office of Business Opportunity, the participation was 15.61%. Contractor’s M/WBE performance evaluation was rated Satisfactory.
