Payment approval for the sum of $52,605.00 to Lone Star Groundwater Conservation District for groundwater withdrawal renewal of Permit Fees.
RECOMMENDATION: (Summary)
That City Council approve payment of $52,605.00 to Lone Star Groundwater Conservation District for the renewal of groundwater withdrawal Permit Fees.
SPECIFIC EXPLANATION:
The Lone Star Groundwater Conservation District was created by the 77th Texas Legislature in 2001. The Lone Star Groundwater Conservation District was created with the purpose of preserving, conserving and protecting Montgomery County's groundwater supplies. This is done through the establishment and management of groundwater withdrawals.
Approximately 20% of the wells in the Kingwood area are in the Lone Star Groundwater Conservation District. This represents about of 0.3% our total annual water supply (approximately 1% of our permitted groundwater).
This years fee represents a 40% increase in the unit cost (from $0.0705 per million gallons to $0.105 per million gallons), resulting in permit fees in the amount of $52,605.00.
The Department of Public Works and Engineering is requesting that City Council approve a total payment of $52,605.00 to Lone Star Groundwater Conservation District for the 2018 permit for the period between January 1, 2018 - December 31, 2018.
FISCAL NOTE:
Funding for this item is included in the FY2018 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2017-1078.
