On February 8, 2017, City Council approved a contract with Tetra Tech, Inc. for Disaster Public Assistance Recovery and Consulting Services, Ordinance 2017-0080 with a maximum contract amount of $5,000,000.00. The agreement, Contract Number 4600014152, became effective on February 15, 2017 and will expire on February 14, 2020. The interim Finance Director recommends that the City Council approve an increase to the new maximum contract amount by $32,000,000.00, for a new maximum of $37,000,000.00.
The purpose for this increase is to continue the process of project development and submitting claims for Public Assistance to the Federal Emergency Management Agency (FEMA) and Federal Highway Administration (FHWA) for reimbursement, to manage the initial estimated 500 site inspections (technical and standard) that will be needed as a result of Hurricane Harvey, and to negotiate the reports received by FEMA in order to maximize revenue recovery to rebuild City assets and infrastructure. The initial maximum contract amount of $5,000,000.00 will be depleted by providing $1,500,000.00 in support of public assistance; $1,200,000.00 in support of the Federal Highway Administration grant; $2,200,000.00 in damage assessment/site inspection activities; and $100,000.00 in initial data review for disaster recovery. The amount and sources of funding is based on FEMA damage estimates and will be adjusted upon confirmation.
M/WBE Participation:
The contract was awarded with a 24% M/WBE participation goal and Tetra Tech, Inc. is on track to meet its commitment of exceeding its participation goal by 6%.
Disaster Recovery Note:
This item is related to the impact of Hurricane Harvey DR4332 and it is the City’s intent to seek reimbursement from FEMA and other eligible sources for such expenditures.
