The Texas Public Funds Investment Act and the City Investment Policy require that City Council review the City’s Investment Policy not less than annually and shall evidence by resolution that it has conducted such review. The last action was November 30, 2016.
The Controller’s Office is requesting that Council approve a Resolution adopting the Investment Policy for the City of Houston. The policy has been reviewed and approved by the City’s Investment Committee. The proposal is to approved the following two changes: 1. Amend Section 19.0 (1) – add “and investment pools”, investment pools do not require competitive bidding. 2. Amend Section 20.1 (c) – remove statement “and that the organization has implemented reasonable procedures and controls in an effort to preclude investment transactions conducted between the City and the organization that are not authorized by the City’s Investment Policy, except to the extent that this authorization depends on an analysis of the makeup of the City’s entire portfolio or requires an interpretation of subjective investment standards”. Per 2017 Legislative Change HB 1701 - statement no longer a requirement as it precludes brokers from doing business with the City.
