Summary:

RECOMMENDATION from Acting Director Department of Public Works & Engineering for approval of final contract amount of $7,735,430.14 and acceptance of work on contract with INDUSTRIAL TX CORP. for Northwest Wastewater Treatment Plant Improvements - 7.07% under the original contract amount - DISTRICT A - STARDIG

Background:

SUBJECT: Accept Work for Northwest Wastewater Treatment Plant Improvements.

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $7,735,430.14 or 7.07% under the original Contract Amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s program to renew/replace inefficient components of the existing Wastewater Treatment Plant (WWTP) facilities.

 

DESCRIPTION/SCOPE:. This project consisted of various improvements at Northwest Wastewater  Treatment Plant including aeration system, odor control and non-potable water system. Parsons Water and Infrastructure, Inc. designed the project with 570 calendar days allowed for construction. The project was awarded to Industrial TX Corp., with an original Contract Amount of $8,323,650.00.

 

LOCATION: This project is located at 5423 Mangum Road. The project is located in Key Map 451C.

 

CONTRACT COMPLETION AND COST: The Contractor, Industrial TX Corp., has completed the work under the subject Contract. The project was completed beyond the established completion date  with an additional 30 days approved by Change Order No. 4. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1 - 4 is $7,735,430.14, a decrease of $588,219.86 or 7.07% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.

 

M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 18%. The M/WBE plan established for this project was 21.54%.  According to Office of Business Opportunity, the participation was 27.25%. Contractor’s M/WBE performance evaluation was rated Outstanding, based on the Contractor’s efforts to comply with the goal.
