Summary:

ORDINANCE consenting to the addition of 22.828 acres of land to BAYBROOK MUNICIPAL UTILITY DISTRICT NO. 1, for inclusion in its district

Background:

 

SUBJECT: Petition for the City’s consent to the addition of two tracts of land totaling 22.828 acres to Baybrook Municipal Utility District No. 1 (Key Map No. 617 U, Y, Z).  

 

RECOMMENDATION: Petition for the City’s consent to the addition of two tracts of land totaling 22.828 acres to Baybrook Municipal Utility District No. 1 be approved. 

 

SPECIFIC EXPLANATION: Baybrook Municipal Utility District No. 1 was created through an act of the Texas Legislature in 1984, and currently consists of 861.520 acres within Harris County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add two tracts of vacant land totaling 22.828 acres, proposed be developed as single family residences, to the district. The proposed annexation tract is located in the vicinity of Bay Area Boulevard, Beamer Road, El Dorado Boulevard, and Glenwest Drive. The addition of land to the district does not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system and treatment facility. The annexation tract will be provided with wastewater treatment by the Blackhawk Regional Wastewater Treatment Plant. This regional plant also provides wastewater treatment to the City of Houston, the City of Friendswood, and Harris County Municipal Utility District No. 55.  Potable water is provided by the district via the City of Houston.

 

The nearest major drainage facility for Baybrook Municipal Utility District No. 1 is Clear Creek, which flows to Clear Lake, and then into Galveston Bay. The proposed annexation tract is not within the 100 or 500 year floodplain.

 

By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.   

 

The Utility District Review Committee recommends that the subject petition be approved.
