Summary:

ORDINANCE consenting to the addition of 7.18 acres of land to SOUTHERN MONTGOMERY COUNTY MUNICIPAL UTILITY DISTRICT, for inclusion in its district

Background:

SUBJECT: Petition for the City’s consent to the addition of two tracts of land totaling 7.18 acres to Southern Montgomery County Municipal Utility District (Key Map No. 252 N & X).  

 

RECOMMENDATION: Petition for the City’s consent to the addition of two tracts of land totaling 7.18 acres to Southern Montgomery County Municipal Utility District be approved. 

 

SPECIFIC EXPLANATION: Southern Montgomery County Municipal Utility District was created through the Texas Water Rights Commission, predecessor to the Texas Commission on Environmental Quality in 1972, and currently consists of 1,797.22 acres within Montgomery County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add 2.19 acres of vacant land, a proposed single family, commercial, and institutional development, and 4.99 acres of developed land (The Woodlands Christian Center), for a total of 7.18 acres, to the district. The proposed annexation tract is located in the vicinity of Spring Creek, Glen Loch Drive, Woodlands Parkway/Robinson Road, and the Union Pacific Railroad. The addition of land to the district does not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system and treatment facility. The annexation tract will be provided with wastewater treatment by the Southern Montgomery County MUD Wastewater Treatment Plant. This regional plant also provides wastewater treatment to the City of Oak Ridge North and Conroe ISD. Potable water is provided by the district.

 

The nearest major drainage facility for Southern Montgomery County Municipal Utility District is Spring Creek, which flows into the San Jacinto River, and finally into Lake Houston. The proposed annexation tract is not within the 100 or 500 year floodplain.

 

By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.   

 

The Utility District Review Committee recommends that the subject petition be approved.
