SUBJECT: Accept Work for Rehabilitation and New Water Storage Tanks at Various Locations – Package 6.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $2,603,658.99 or 6.01% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Water Storage Tank Rehabilitation and Replacement Program and is required to ensure compliance with the Texas Commission on Environmental Quality regulations.
DESCRIPTION/SCOPE: This project consisted of rehabilitation of four ground storage tanks and one elevated storage tank at four pumping stations. Demolition of two ground storage tanks and construction of one new ground storage tank at one pumping station in accordance with technical specifications, project drawings, and contract documents. IDS Engineering Group designed the project with 420 calendar days allowed for construction. The project was awarded to Blastco Texas, Inc. with an original Contract Amount of $2,770,250.00.

CONTRACT COMPLETION AND COST: The Contractor, Blastco Texas, Inc. has completed the work under the subject Contract. The project was completed within the established completion date with an additional 117 days approved by Change Order Nos. 2-3. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1-2 is $2,603,658.99 a decrease of $166,591.01 or 6.01% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 11%. The M/WBE plan established for this project was 11%. According to Office of Business Opportunity, the participation was 18.31%. Contractor’s M/WBE performance evaluation was rated Outstanding.
