Specific Explanation:
The Director of the Houston Health Department and Chief Procurement Officer recommend that City Council approve an award to Qiagen, Inc. on its sole bid in an amount not to exceed $352,216.25 for molecular identification test kits for the Houston Health Department (HHD). It is further requested that authorization be given to make purchases, as needed, for a 36-month period, with two one-year options. This award consists of diagnostic assays and instrumentation essential to the Department's Bureau of Laboratory Services. These reagents allow the Bureau of Laboratory Services to test patient samples for tuberculosis, respiratory virus pathogens, enteric pathogens, and bioterrorism threat pathogens. Additionally, the HHD laboratory has expanded testing of enteric pathogens using next generation sequencing and expanded arbovirus testing to include Chikungunya and Zika viruses. These reagents are used for high complexity testing that occurs at the main laboratory located at 2250 Holcombe Blvd.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Twelve prospective bidders downloaded the solicitation document from SPD's e-bidding website and one bid was received.
- Subsequent to receipt of the bid, the Strategic Procurement Division contacted potential bidders to determine the reason for the limited response to the ITB; the bidders stated that they either could not provide an equivalent product for consideration or that they were not an authorized distributor by Qiagen, Inc.

Hire Houston First:
