SUBJECT: Accept Work for Rehabilitation and New Water Storage Tanks at Various Locations – Package 4.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $3,272,538.34, or 6.78% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Water Storage Tank Rehabilitation and Replacement Program and is required to meet with Texas Commission on Environmental Quality regulations.
DESCRIPTION/SCOPE: This project consisted of rehabilitation of three ground storage tanks, three hydro-pneumatic tanks, and one elevated storage tank at five pumping stations, demolition and construction of one ground storage tank at one pumping station and new construction of one ground storage tank at one pumping station in accordance with the technical specifications, project drawings and contract documents. IDS Engineering Group designed the project with 420 calendar days allowed for construction. The project was awarded to Blastco Texas, Inc. with an original Contract Amount of $3,510,472.00.

CONTRACT COMPLETION AND COST: The Contractor, Blastco Texas, Inc. has completed the work under the subject Contract. The project was completed on time with an additional 53 days approved by Change Order Nos. 1 and 2. The final cost of the project, including overrun and underrun of estimated unit price quantities is $3,272,538.34, a decrease of $237,933.66 or 6.78% under the original Contract Amount, and under 5% contingency amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 11.00%. The M/WSBE plan established for this project was 15.00%. According to Office of Business Opportunity, the participation was 15.21%. Contractor’s M/WBE performance evaluation was rated Satisfactory.
