The Chief of Police for the Houston Police Department (HPD) requests City Council approve an ordinance authorizing an Agreement between the City and Children at Risk, Inc., Texas, a non-profit corporation and child advocacy service. The Agreement provides for Children at Risk to create a human trafficking Detection and Link Analysis System (System) with the intent to facilitate an increase in intelligence-led investigations. The System will be capable of providing early detection of human trafficking and related offenses.
HPD applied for and accepted an award for the FY 2017 Technology Innovation for Public Safety (TIPS) Grant Program through the Bureau of Justice Assistance – Ordinance No. 2017-0823. The TIPS Grant will fund 100% of associated costs for personnel, travel, and equipment for development of the System by Children at Risk. The project period is October 1, 2017 through September 30, 2019.
HIRE HOUSTON FIRST
The proposed contract is exempt from the City’s Hire Houston First Ordinance.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M-WBE PARTICIPATION: The Office of Business Opportunity approved an M-WBE Waiver.
ESTIMATED FISCAL OPERATING IMPACT:
Funding for this item is included in the FY 2017 TIPS Grant. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. No. 2014-1078.
