Background:

SUBJECT:    Ordinance approving and authorizing a license agreement by and between the City of Houston, the Houston Independent School District, and Neartown Little League for use of a portion of a certain tract of land located at 1501 Taft Street, Houston, Texas, for organized sports programs.

 

RECOMMENDATION: (Summary)

City Council adopt an ordinance approving and authorizing a license agreement by and between the City of Houston, the Houston Independent School District, and Neartown Little League for use of a portion of a certain tract of land located at 1501 Taft Street, Houston, Texas, for organized sports programs.

 

PECIFIC EXPLANATION:

 

In 2011, the City of Houston entered into an interlocal agreement with Houston Independent School District (HISD) for utilization of the ball fields at Carnegie Vanguard High School, located at 1501 Taft Street, for youth baseball (HISD ILA).  The HISD ILA provides that neither HISD nor the City may sublet or assign their rights under the HISD ILA without the prior written consent of the other party.  HISD and the City now wish to enter into a license agreement with Neartown Little League to allow Neartown Little League to use these ball fields for its organized sports programs (License).

 

The License permits Neartown Little League to use the ball fields during non-school hours.  The City retains its ability to use the ball fields under the HISD ILA, subject to approval of a use schedule by the principal of Carnegie Vanguard High School.  When the ball fields are not in use by HISD, the City, or Neartown Little League, they are open to the general public for use on a first come, first serve basis.  The remaining recreational areas of the HISD property will remain available for use by the general public subject to approval of use schedules by HISD.  In addition, the City and Neartown Little League will have access to and use of the Carnegie Vanguard High School parking garage for parking and storage purposes.

 

The term of the License is five years.

 

The Administration recommends approval of the License.
