SUBJECT: Additional Appropriation to Professional Engineering Services Contract between the City and HDR Engineering, Inc. for Unserved Areas - Magnolia Point Subdivision, Plantation Hills Subdivision, Strange’s Camp Subdivision Lift Station and Force Main from Hidden Echo to Huffman Eastgate. WBS No. R-000801-0013-3
RECOMMENDATION (SUMMARY): Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with HDR Engineering, Inc.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s program to provide sanitary sewer service to unserved areas within the City limit. This project is required to protect water quality of Lake Houston providing sewer service to the community.
DESCRIPTION/SCOPE: This project consists of evaluation and design of sanitary sewer services to unserved areas of Magnolia Point Subdivision, Plantation Hills Subdivision, Strange’s Camp Lift Station and Force Main from Hidden Echo to Huffman Eastgate.
LOCATION: The project is in Key Map Grid(s) 298Z, 299W and 338D.
PREVIOUS HISTORY AND SCOPE: The original contract was approved by the City Council on February 15, 2006 under Ordinance 2006-0154 and additional appropriation on May 9, 2012 under Ordinance 2012-0419. The scope of services under the original contract consists of Basic Services Phase I – Preliminary Design, Phase II – Final Design, and Phase III – Construction Phase Services and various Additional Services. Consultant has completed the Preliminary Design Phase generating three construction packages, of which two remain under this contract. Package 3 has been awarded under a new contract.
This contract continued with two construction packages and the following are the status of these packages:
- Package 1 – design and development of Magnolia Point and Strange’s Camp lift stations with corresponding force mains and trunk lines. Status: Preliminary design, final design and Construction phases are complete.
- Package 2 – development of Plantation Hills Subdivision Internal Sanitary Sewer System and upgrade of the existing force main from Hidden Echo lift station to Huffman Eastgate. Status: Construction contract has been awarded on June 21, 2017. Construction services will be started upon acceptance of this additional appropriation.
Package 2 was put on hold as of 2014 in order to acquire the necessary agreements from customers that would be required to connect to the proposed line once in service. The project was restarted in late 2016. Due to this hold, additional funds were required to revisit (update and reconfirm drawings, specifications and permits) the project to complete Phase II final design, exhausting available limited funds. This additional appropriation is required for Package 2 Phase III - Construction Phase Services.
SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE: The requested additional appropriation will accomplish Phase III Construction Phase Services. The amount of $70,480.00 is budgeted for Basic Services.
The requested appropriation is $81,052.00 to be appropriated as follows: $70,480.00 for contract services and $10,572.00 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal established for this project is 24%. The original Contract amount and subsequent appropriation totals $1,156,887.00. The consultant has been paid $1,138,209.19 (98.39%) to date. Of this amount $372,035.78 (32.69%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $1,227,367.00. The Consultant previously satisfied M/WBE goal established for this project:
