The Finance Department (FIN) requests City Council approval of the acceptance of a Disaster Grant Award in the amount of $50,000,000.00 from the Office of the Governor of Texas to provide assistance to the City of Houston in response to and recovery from the disaster caused by Hurricane Harvey, to be used as the City’s local share.
The Finance Department also requests City Council to authorize the Mayor to act as the City’s representative to accept and expend the grant funds, as awarded, and to apply for and accept and expend all subsequent awards, if any, and to authorize the Mayor to execute all related contracts, agreements and documents in connection with this grant.
The following criteria are conditions of the grant award:

Expenses incurred must be related to the response to or recovery from Hurricane Harvey and must comply with applicable law and the grant management standards set forth in Chapter 783 of the Texas Government Code.

The City shall maintain appropriate records and establish reasonable accounting controls for tracking all activities and expenditures related to the grant.

The City shall account for and return to the OOG any grant expenses that are reimbursed to the City through federal, other state, or private sources.

Grant funds used for expenses unrelated to the response to or recovery from Hurricane Harvey shall be repaid to the OOG.

All expenditures made with funds awarded under this grant are subject to fiscal monitoring by the OOG and audit by the Texas State Auditor’s Office.
