Summary:

ORDINANCE approving and authorizing the submission of a revised Action Plan (Action Plan) for Disaster Recovery–2015 Flood Events, including an application for additional Community Development Block Grant Disaster Recovery Funds associated  with  the  2015  flood  events  (CDBG - DR15)  in  the  amount  of $20,532,000, to be used to address flooding impacts from major disasters declared in 2015 and future flood resiliency, to the United States Department of Housing and Urban Development; accepting the aforementioned grant funds, if awarded; approving and authorizing a second substantial amendment to Ordinance No. 2016-705, as amended, which authorized the submission of the original Action Plan, to include the additional CDBG–DR15 Funds

Background:

The Housing and Community Development Department (HCDD) is requesting to substantially amend and resubmit the Action Plan for Disaster Recovery-2015 Flood Events (Plan) to include an additional amount of funding.  The U.S. Department of Housing and Urban Development (HUD) recently allocated $20,532,000 in additional Community Development Block Grant – Disaster Recovery Program (CDBG-DR) funds to the City of Houston for the 2015 flood events.  The amended Plan serves as an application for the additional federal funds to be used to address flooding impacts from major disasters declared in 2015 and future flood resiliency.  Major disasters due to severe storms, tornadoes, straight-line winds, and flooding were declared on May 29, 2015 and November 25, 2015.  Additionally, narrative was modified to remove a $100,000 cap for home repair activities.

HCDD solicited public input for this substantial amendment.  HCDD distributed information on these federal grants and sponsored one public meeting.  A summary of the updated budget was published in the Houston Chronicle on September 29, 2017 and is available on HCDD’s website.

As stipulated by federal regulations and in compliance with the Citizen Participation Plan for Houston’s CDBG-DR15 Program, residents have 14 days to comment on the proposed substantial amendment before it is approved by City Council.  The 14-day review period extended from September 29, 2017 through October 13, 2017.
