Summary:

ORDINANCE approving and authorizing sixth amendment to the Community Development Block Grant Disaster Recovery Program Non-Rental Housing Projects Round 2 Subrecipient Grant Agreement, between the City of Houston and the General Land Office of the State of Texas, to increase the amount of the grant award by $1,254,264.96, which is being transferred from the Round 2 Rental Housing Projects Grant, to extend the term, to revise the performance statement, the benchmarks and the non-rental housing budget - DISTRICTS B - DAVIS; D - BOYKINS and H - CISNEROS

Background:

The Housing and Community Development Department is proposing City Council approve a 6th amendment to the Community Development Block Grant Disaster Recovery Program for Hurricane Ike Round 2, Phase 2 (CDBG-DR2), and an extension to the contract until December 31, 2018.  The Texas General Land Office (GLO) awarded the City of Houston (City) Hurricane Ike Community Development Block Grant (CDBG) Disaster Recovery (DR) Program for Hurricane Ike Round 2, Phase 2.  GLO awarded a contract to the Housing and Community Development Department (HCDD) for Single Family activity (13-182-000-7295), which has been amended five times. 

 

GLO has proposed changes to the budget line items for the 6th Amendment to this contract.  These changes reflect the reduced funding that the consultant assigned to HCDD by GLO (Horne) used, as well as the complete movement of one line item into two other line items.  In addition, $1,254,264.96 in Project Delivery funds are being moved from the Multifamily contract (13-181-000-7294) to the Single Family contract.  These changes will allow the remaining funds to be spent on the reconstruction of additional homes.  The changes can be seen in the chart below.

*This line item is being moved to both Rehab, Reconstruct, New Const ($178,360.00) and to Activity Costs (HAP) Consultant (Homebuilders) ($1,100,000.00).

 

The current contract dates are  01/02/2013 – 12/31/2017.  This amendment will extend the contract until 12/31/2018.

 

Public notice comment period started 9/20/2017 and ended 10/5/2017.  No comments have been received to date.  This item was reviewed by the Housing and Community Affairs Committee on 9/19/2017.
