Summary:

ORDINANCE appropriating $4,215,122.00 out of Street & Traffic Control and Storm Drainage DDSRF and $2,896,878.00 out of Water & Sewer System Consolidated Construction Fund, awarding contract to HARPER BROTHERS CONSTRUCTION, LLC for Market Street Paving and Drainage Improvements from N. Wayside Drive to McCarty Road; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for testing services, CIP Cost Recovery, construction management, and contingencies relating to construction of facilities financed by the Street & Traffic Control and Storm Drainage DDSRF and Water & Sewer System Consolidated Construction Fund - DISTRICTS B - DAVIS and H - CISNEROS

Background:

SUBJECT: Contract Award for Market Street Paving and Drainage Improvements from N. Wayside Drive to McCarty Road. WBS Nos. N-000797-0001-4, R-000500-0177-4, and S-000500-0177-4.

 

RECOMMENDATION: (SUMMARY) Accept low bid, award Construction Contract and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Street and Traffic Control Capital Improvement Plan (CIP) and is required to meet current City of Houston Standards as well as improve traffic circulation, mobility, and drainage in the service area.  Deterioration of existing pavement and future traffic volume requires that the roadway be constructed.

DESCRIPTION/SCOPE: This project consists of: 2,500 linear feet of reconstruction of three-lane undivided concrete roadway with curbs and gutters, sidewalks, traffic signals, street lighting and necessary underground utilities. The Contract duration for this project is 400 calendar days. This project was designed by Walter P Moore and Associates, Inc.

LOCATION: The project area is generally bound by IH-10 on the north, Clinton Drive on the south, McCarty Road on the east, and North Wayside Drive on the west.  The project is located in Key Map Grids 495E & 495F.

BIDS: This project was advertised for bidding on February 24, 2017. Bids were received on March 23, 2017. The seven (7) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Harper Brothers Construction, LLC with a low bid of $5,816,381.07 and Addenda Numbers 1, 2 and 3 be made a part of this Contract.

 

PROJECT COST: The total cost of this project is $7,112,000.00 to be appropriated as follows:

Testing Services will be provided by Geoscience Engineering and Testing, Inc. under a previously approved contract.

 

Construction Management Services will be provided by Sowells Construction Managements & Inspection, LLC under a previously approved contract.

 

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case Harper Brothers Construction, LLC is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WSBE PARTICIPATION: The contract was advertised with an MBE Goal of 11% and a WBE Goal of 7%. The contractor submitted a Good Faith Effort which the Office of Business Opportunity (OBO) approved.
