Summary:

ORDINANCE amending Ordinance No. 2015-791 to rename 1) the “2015 Flood Disaster and Recovery Fund” for the  Combined Utility System Enterprise Fund to the “Disaster Recovery Fund–CUS” (Fund 8386) and 2) the “2015 Flood Disaster and Recovery Fund” for the Storm Water Special Revenue Operating Fund to the “Disaster Recovery Fund–SW” (Fund 5304); modifying the sources and uses of the funds therein for the purposes of disaster relief and recovery for the City of Houston beyond the 2015 flood disaster; authorizing the transfer of seed monies from the Enterprise or Special Revenue Operating Funds into the “Disaster Recovery Fund–CUS” and “Disaster Recovery Fund–SW”, respectively, for the purposes set out therein; appropriating any and all funds out of the “Disaster Recovery Fund–CUS” and “Disaster Recovery Fund–SW” for such purposes; approving and authorizing expenditures of the appropriated funds for the purposes set out therein; declaring the City’s intent to seek reimbursement from the Federal Emergency Management Agency (FEMA) and other eligible sources for such expenditures

Background:

In 2015, by Ordinance No. 2015-791, the City Council established the creation and use of the 2015 Flood Disaster and Recovery Funds for the various Enterprise and Special Revenue Operating Funds, which was limited to the purpose of relief efforts relating to the 2015 Flood Disaster.

The Department of Public Works and Engineering recommends City Council approval to rename 1) the “2015 Flood Disaster and Recovery Fund” for the Combined Utility System Enterprise Fund to the “Disaster Recovery Fund - CUS” (Fund 8386) and 2) the “2015 Flood Disaster and Recovery Fund” for the Storm Water Special Revenue Operating Fund to the “Disaster Recovery Fund – SW” (Fund 5304) and modify the use of the above Funds to administer the fiscal matters related to other disasters, beyond the 2015 Flood Disaster, including but not limited to the City’s relief and recovery efforts relating to Hurricane Harvey.

Council approval of the name changes to Funds 8386 and 5304 is recommended.
