The Director of Houston Airport System and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a five-year sole bid Concession Agreement to Euronet USA, LLC for revenue-based teller machine services for the Houston Airport System.
The scope of work requires Euronet USA, LLC (a subsidiary of Euronet Worldwide, Inc.) to deliver all labor, materials, supplies and supervision necessary for providing Automated Teller Machine (ATM) service concessions to the traveling public at George Bush Intercontinental Airport (IAH), William P. Hobby Airport (HOU), Consolidated Rental Car Facility (CRCF), and City Hall Annex.
Euronet USA, LLC shall install new Diebold 5500 ATMs, which include the utilization of wireless technology to ensure rapid deployment without the need for additional rewiring, and shall comply with all rules and regulations of the airport, TSA, FAA, and with all federal, state and local statutes, ordinances, regulations, and policies.
ATM Service Requirements:

Execute transactions using Master Card, Visa, Discover, and American Express.

Display written directions instructing customers in the operation of the ATM.

Supports transaction types in both English and Spanish.

Maintained to ensure 95% uptime for a minimum of 22.8 hours for each 24-hour period, and seven (7) days per week.

Meets the American with Disabilities Act (ADA).
Euronet USA, LLC shall pay the City 57% of gross revenues from their overall gross sales, which is estimated to yield $4,500,000.00 in revenue to the City over this five-year Concession Agreement. (Gross revenues are defined as charges and revenues from ATM transactions from cash, credit or exchange, whether placed by telephone, modem, in person or by mail.)
This Best Value Bid (BVB) was advertised in accordance with the requirements of the State of Texas bid laws. Twenty-four prospective bidders downloaded the solicitation document from SPD’s e-bidding website, yet one best value bid was received from Euronet USA, LLC. The evaluation committee was comprised of four evaluators from Houston Airport System. The best value bid was evaluated based upon the following criteria:
