Summary:

APPROVE payment to BRH-GARVER CONSTRUCTION, L.P. in the amount of $55,266.88 to address Emergency Disaster Recovery activities for a Super Tiger Dam System for the Department of Public Works & Engineering - Disaster Recovery Fund-CUS

Background:

SPD-BAC-08282017-003 - Approve payment to BRH-Garver Construction, L.P. to address emergency disaster recovery activities as a result of Hurricane Harvey for a Super Tiger Dam System in the amount of $55,266.88 for the Department of Public Works and Engineering.

 

Specific Explanation:

The Director of the Department of Public Works and Engineering and the Chief Procurement Officer recommend that City Council approve payment to BRH-Garver Construction, L.P. for a Super Tiger Dam System in the amount of $55,266.88 to address emergency disaster recovery activities because of Hurricane Harvey. 

 

On August 27, 2017 the City of Houston was faced with major flooding as a result of Hurricane Harvey.  The Northeast Water Purification Plant (NEWPP) was threatened by rising waters due to rain fall totals exceeding 20".  The rising waters threatened critical infrastructure in the plant which would have compromised the City's ability to deliver safe potable drinking water.  BRH Garver Construction L.P. supplied the City of Houston with a Super Tiger Dam System to mitigate flood waters and prevent contamination of the City's drinking water supply and allowed the NEWPP to maintain compliance with the Texas Commission on Environmental Quality.  The Dam was completed on September 13, 2017.

 

BRH Garver Construction L.P. was selected because of their local Houston construction knowledge, long-term and trusted relationship with PWE’s Capitol Project’s Division and most importantly, their ability to access the flooded Northeast Water Purification Plant when no one else could get to the facility.

 

This recommendation was made pursuant to Chapter 252, Section 252.022 (a) (2) "a procurement necessary to preserve or protect the public health or safety of the municipality's residents" of the Texas Local Government Code for exempted procurements.

M/WBE Participation:

OBO approves the waiver of an M/WBE goal on this procurement because, as per Chapter 15 of the Code of Ordinance, a waiver is appropriate when a public or administrative emergency exists which requires the goods or services to be provided with unusual immediacy.

 

Hire Houston First:

The proposed procurement may be funded by a federal grant; therefore, exempt from “Hire Houston First” (HHF) ordinance that promotes economic opportunity for Houston Business and support job creation.

  

Disaster Recovery Note:

This item is related to the impact of Hurricane Harvey DR4332 and it is the City’s intent to seek reimbursement from the Federal Emergency Management Agency (“FEMA”) and other eligible sources for such expenditures.
