On October 12, 2016, City Council approved Ordinance 2016-767 authorizing a purchase and sale agreement for the acquisition of 3901 Woodchase Drive for the Houston Parks and Recreation Department (HPARD). The City did not close on the transaction due to title issues and the agreement expired.
On August 9, 2017, City Council approved Ordinance 2017-587 approving a new and revised agreement for the same property and the City closed on the transaction on August 24, 2017. The park site is in Park Sector 18, where 401 acres are needed and acquisition of parkland is the number one priority according, to the Parks Master Plan.
HPARD now requests Council approval of an Interlocal Agreement with the Westchase District for the development, operation and maintenance of the 1.76 acre (76,301 square feet) park. In accordance with the Westchase District’s Economic Development Agreement (EDA) approved by City Council in October 2013, the District plans to apply to the City for approval to use EDA Funds for the design and construction of the park. Westchase District will operate and maintain the park at its cost and expense for a term of 30 years.
