Summary:

AMEND MOTION #2017-328, 6/28/17, TO INCREASE spending authority from $137,000.00 to $187,000.00 for Risk-based Inspection Model and Technology Enhancements Services through the Master Intergovernmental Cooperative Purchasing Agreement with U. S. Communities for the Houston Fire Department - $50,000.00 - General Fund

Background:

S33-H26340-A1  - Amend Council Motion No. 2017-0328, Passed on June 28, 2017  to increase the spending authority from $137,000.00 to $187,000.00 for risk-based inspection model and technology enhancements services through the Master Intergovernmental Cooperative Purchasing Agreement (MICPA) with U. S. Communities for the Houston Fire Department (HFD).

 

Specific Explanation:

The Chief of the Houston Fire Department and the Chief Procurement Officer recommend that City Council amend Council Motion No. 2017-0328 to increase the spending authority for risk-based inspection model and technology enhancements services awarded to Alvarez & Marsal Corporation Performance Improvement, LLC from $137,000.00 to $187,000.00 through the Master Intergovernmental Cooperative Purchasing Agreement (MICPA) with U. S. Communities for the Houston Fire Department.

 

The purchase was authorized on June 28, 2017 by Council Motion No. 2017-0328 in the amount not to exceed $137,000.00. Expenditures as of September 12, 2017, totaled $137,000.00. The additional spending authority will allow HFD to respond to an audit that requires improvement of information sharing between the Fire Suppression and Prevention divisions.

 

The original purchase consisted of a purchase for project management oversight for a risk-based inspection model and technology enhancements services. The technology enhancements minimize the current backlog of monthly inspections, improve data validation and simplify end-user data capture resulting in improved data quality. In addition, the enhancements provide inspectors with improved access and it also helps them quickly navigate assignments, including inclusion of risk details and risk ranking of the various assignments.

 

Hire Houston First:

This procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing a Cooperative Purchasing Agreement for this purchase.

 

Fiscal Note:

 Funding for this item is included in the FY 2018 Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
