Summary:

ORDINANCE appropriating $5,086,000.00 out of Water & Sewer System Consolidated Construction Fund and $13,869,000.00 from Street & Traffic Control and Storm Drainage DDSRF, awarding contract to TOTAL CONTRACTING LIMITED for NSR 454 Subproject 1; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for testing, CIP Cost Recovery, construction management, and contingencies relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund and Street & Traffic Control and Storm Drainage DDSRF - DISTRICT G - TRAVIS

Background:

SUBJECT:   Contract Award for NSR 454 Subproject 1 WBS Nos. N-000386-0001-4, R-000500-0223-4 and S-000500-0223-4

 

RECOMMENDATION: (SUMMARY) Accept low bid, award Construction Contract and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION:  This project will replace existing residential streets that have been deteriorating beyond economical repair and normal maintenance and improve drainage.

 

DESCRIPTION/SCOPE: The project provides for the construction of storm drainage, including roadway concrete paving, curbs, sidewalks, driveways, street lighting and necessary underground utilities.  The Contract duration for this project is 780 calendar days. This project was designed by AIA Engineers, Limited.

LOCATION: The project is generally bound by Woodway to the north, San Felipe Street to the south, South Post Lane to the east, and Chimney Rock to the west. The project is located in Key Map Grids 491K, 491 L and 491Q.

BIDS: This project was advertised for bidding on April 21, 2017. Bids were received on July 6, 2017.  The six bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Total Contracting Limited with a low bid of $15,995,665.98 and that Addenda Numbers 1, 2, 3, 4, 5 and 6 be made a part of this Contract.

 

PROJECT COST:   The total cost of this project is $18,955,000.00 to be appropriated as follows:

Testing Services will be provided by HVJ Associates, Inc. under a previously approved contract.

 

Construction Management Services will be provided by Gunda Corporation, under a previously approved contract.

 

HIRE HOUSTON FIRST:  The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation.  In this case, Total Contracting, Limited is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 11% MBE goal and 7 % WBE goal for this project.
