Specific Explanation:
The Director of the Department of Public Works and Engineering and the Chief Procurement Officer recommend that City Council approve an ordinance authorizing a first amendment to the contract between the City of Houston and Ward Leonard (formerly known as Houma Armature Works Houston, LLC) to extend the contract term from October 8, 2017 to October 7, 2018, for Medium Voltage Electric Motor Repair Services for the Department of Public Works and Engineering.
The original contract was awarded on April 11, 2012 by Ordinance No. 2012-0306 , for a three-year term, with two one-year options in the original amount of $3,000,000.00 . The contract commenced on July 9, 2012 and is currently in a 90-day extension period that expires on October 8, 2017. Solicitation for a new contract was advertised and bids closed in March 2017. No responsive bids were received, and repeated efforts have since been made to re-advertise for these services. The latest bid closing date is September 14, 2017, which does not leave the department with sufficient time to put a new award in place. After consulting with the Strategic Purchasing Division, the department concluded that it was unlikely that a new agreement will be in place by October 8, 2017.
The continued services are critical for the department’s water and wastewater operations, to mitigate exposure to serious public health and safety hazards, and regulatory and compliance issues, until a new contract is in place. No additional spending authority is required as $1,431 ,546.75 of the original contract spending authority remains available. All other terms and conditions of the contract shall remain the same.
The scope of work requires the contractor to provide all labor, supervision, parts, materials, equipment and the facility(s) necessary to repair the electric motors, vertical and horizontal induction or synchronous motors. The services include disassembling, inspecting, cleaning and reconditioning, rewinding of stators, complete rebuilding of motors, and/or replacement of motors. The motors are used to operate water and wastewater plant equipment such as blowers, pumps, aerators, conveyors, air compressors, exhaust fans, and various types of equipment located citywide.
M/WBE Participation:
The contract was awarded with a 6% goal. Currently, Ward Leonard is achieving 1.90%. This is due to the department replacing a significant number of motors because of equipment wear and tear, resulting in less opportunities for machine repair work. . The 6% was originally assessed on machine work.
