Summary:

ORDINANCE finding and determining that public convenience and necessity no longer require the continued use of Gano Street, between Gaines Street and Moody Street, in the Ryon Addition, John Austin Survey, A-1, Harris County, Texas; vacating and abandoning the street easement to The Most Reverend Daniel Cardinal Dinardo, Archbishop of Galveston-Houston, his successors in office or assigns, for the use and benefit of St. Patrick Parish, abutting owner, in consideration of owner's payment of $93,125.00 to the City, conveyance to the City of a full-width utility easement, and other consideration - DISTRICT H - CISNEROS

Background:

SUBJECT: Ordinance authorizing the abandonment and sale of Gano Street, between Gaines Street and Moody Street, in exchange for conveyance to the City of a full-width utility easement, all located in the Ryon Addition, out of the John Austin Survey, A-1. Parcels SY17-041 and VY17-003

 

RECOMMENDATION: (Summary) It is recommended City Council approve an ordinance authorizing the abandonment and sale of Gano Street, between Gaines Street and Moody Street, in exchange for a consideration of $93,125.00 plus conveyance to the City of a full-width utility easement, all located in the Ryon Addition, out of the John Austin Survey, A-1. Parcels SY17-041 and VY17-003

 

SPECIFIC EXPLANATION:

St. Patrick Parish, (The Most Reverend Daniel Cardinal DiNardo, Archbishop of the Archdiocese of Galveston-Houston, his successors in office and assigns, for the use and benefit of St. Patrick Parish), the abutting property owner, requested the abandonment and sale of Gano Street, between Gaines Street and Moody Street, located in the Ryon Addition, out of the John Austin Survey, A-1. The applicant plans to use the subject street as a plaza between its two abutting properties and close it off to traffic for pedestrian safety. The Joint Referral Committee reviewed and approved the request subject to the conveyance to the City of a full-width utility easement. The full-width utility easement may not be used for parking and must remain free of all permanent structures. Archdiocese of Galveston-Houston  has complied with the transaction requirements, has accepted the City's offer, and has rendered payment in full.

 

The City will abandon and sell to Archdiocese of Galveston-Houston :

Depreciated cost of improvements

In exchange, Archdiocese of Galveston-Houston  will pay:

15,000 square-foot utility easement    $75,000.00    
Valued at $10.00 PSF x 50%         
         
TOTAL CASH AND CONVEYANCE      $168,125.00  

 

Therefore, it is recommended City Council approve an ordinance authorizing the abandonment and sale of Gano Street, between Gaines Street and Moody Street, in exchange for conveyance to the City of a full-width utility easement, all located in the Ryon Addition, out of the John Austin Survey, A-1.
