SUBJECT: Accept Work for Sims Bayou South Wastewater Treatment Plant Improvements, WBS No. R-000265-0092-4.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $6,681,435.20 or 0.21% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s ongoing program for improvements to the major wastewater treatment plants.
DESCRIPTION/SCOPE: This project consisted of evaluating and making improvements to Preliminary treatment system including but not limited to: manual Bar Screen, three self-cleaning Mechanical Bar Screens, washing conveyor and the platform Control system, preliminary treatment odor control system, sluice gates, electrical actuators, valves, structural evaluation of foundations, air lift pumps, evaluation of different types of grit removal system, their sitting, and cost associated with each system and make recommendations. Freese and Nichols, Inc. designed the project with 540 calendar days allowed for construction. The project was awarded to Industrial TX Corp. with an original Contract Amount of $6,695,405.00.
LOCATION: Sims Bayou South Wastewater Treatment Plant is located at 3005 Galveston Road, Houston, Texas. The project is located in Key Map Grid 535L.
CONTRACT COMPLETION AND COST: The Contractor, Industrial TX Corp. has completed the work under the subject Contract. The project was completed within the established completion date with an additional 205 days approved by Change Order Nos. 1 and 2. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 1 is $6,681,435.20, a decrease of $13,969.80 or 0.21% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The M/WBE goal established for this project was 18.51%. According to Office of Business Opportunity, the participation was 21.22%. Prime exceeded the awarded goal. Therefore, the Contractor’s M/WBE performance evaluation was rated Outstanding.
