S38-E26271-H - Approve the purchase of five (5) police interceptor sedans, seventy-five (75) investigative sedans, seven (7) utility vehicles and one (1) pick-up truck, through the Interlocal Agreement for Cooperative Purchasing with the Houston-Galveston Area Council (H-GAC) and the State of Texas Procurement and Support Service Contract in the total amount of $1,758,098.16 for the Houston Police Department.
Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of five (5) police interceptor sedans, seventy-five (75)investigative sedans, seven (7) utility vehicles and one (1) pick-up truck through the Interlocal Agreement for Cooperative Purchasing with the Houston-Galveston Area Council (H-GAC) and the State of Texas Procurement and Support Service Contract in the total amount of $1,758,098.16 for the Houston Police Department, and that authorization be given to issue purchase orders to the contractors as shown below. These vehicles will be used citywide by the Department for patrol activities and to respond to emergency incidents. The funding is included in the adopted FY17 Equipment Acquisition Plan.
H-GAC Contractors:
Sam Pack's Five Star Ford, LTD.: Approve the purchase of five (5) police interceptor and seventy-five (75) investigative sedans in the amount of $1,454,733.75.
Caldwell Automotive Partners LLC, d/b/a Caldwell Country Chevrolet, LLC : Approve the purchase of seven (7) utility vehicles in the amount of $265,116.00.
State of Texas Contractors:
Silsbee Ford, Inc.: Approve the purchase of one (1) pick-up truck in the amount of $38,248.41.
These new gasoline-powered vehicles will meet the EPA's current emission standards for vehicles with gasoline engines. The new patrol vehicles will come with a full three-year/36,000-mile bumper-to-bumper warranty, and the life expectancy is seven years or 100,000 miles. These new patrol vehicles and investigative sedans will replace existing vehicles that have reached their life expectancy and will be sent to auction for disposition.

Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the Department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.
Fiscal Note:
Funding for this item is included in the FY17 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
