Background:

S60-S24327-A1-Amend Council Motion 2013-0476, passed July 10, 2013, to increase the spending authority from $2,318,400.00 to $2,898,000.00 for the purchase of airfield lighting for the Houston Airport System.

 

Specific Explanation:

The Director of the Houston Airport System and the Chief Procurement Officer recommend that City Council amend Council Motion No. 2013-0476 to increase the spending authority for the purchase of airfield lighting awarded to Globe Electric Co., Inc. from $2,318,400.00 to $2,898,000.00.  The additional spending authority will enable the department to continue to make purchase until a new award is able to be presented to City Council for award within the next 180 days.

 

The Houston Airport System encountered unforeseen outages and unplanned repairs during FY17. The Distributed Control and Monitoring Units (DCMUs) in the South Vault failed resulting in 182 centerline taxiway fixtures to burn out which then had to be replaced.  Runway 8R26L (IAH) was upgraded to handle large plane capacity. The larger planes caused high winds and jet blast problems which led to subsequent equipment failure. All Distance Remaining Signs (DRMs) for this runaway were upgraded to 320 mph high wind signs to solve the jet blast problem. Purchase of realignment parts to meet and pass a critical FAA 139 inspection were required. The magnetic North changed degrees and as result, the runway numbering had to be adjusted to assure accuracy and safety of runaway operation. This caused numerous runway signs to be changed at both IAH and HOU airports. 

This award provides for the purchase of airfield lighting, as needed, throughout the year for classified employees involve in airfield operation. The airfield lighting supplies consist on lamps, washers, filters, connectors, cables, and other types of airfield lighting used by the Houston Airport System to maintain the lighting on runways and taxiways at George Bush Intercontinental, William P. Hobby, and Ellington Field Airports.

 

This award began July 16, 2013  for a 36 month period with two one-year options to extend in an amount not to exceed $2,318,400.00. Expenditures as of August 11, 2017 totaled $2,265,680.94. All other terms and conditions shall remain as previously approved by City Council.

Hire Houston First:

The proposed award requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinances that promotes economic opportunities for Houston’s business and supports job creation. In this case Globe Electric Co., Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

Fiscal Note:

Funding for this item is included in the FY18 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
