ORDINANCE approving and authorizing sixth amendment to contract (Approved by Ordinance No. 2000-0840) between the City of Houston and GLOBAL TEL*LINK CORPORATION for the Houston Police Department

Background:

S72-T12521-A6 - Approve an Amending Ordinance authorizing a Sixth Amendment to Contract No. 4600007847 between The City of Houston and Global Tel*Link Corporation to extend the contract term from October 3, 2017 to October 2, 2019, for Jail Inmate Telephone and Security Surveillance Systems Services for the Houston Police Department.

 

Specific Explanation:

The Chief of the Houston Police Department and the Chief Procurement Officer (CPO) recommend that City Council approve an amending ordinance authorizing a sixth amendment to the contract between the City of Houston (City) and Global Tel*Link Corporation to extend the contract term from October 3, 2017 to October 2, 2019, for jail inmate telephone and security surveillance systems services for the Houston Police Department (HPD).

 

This contract was awarded on September 20, 2000, by Ordinance No. 2000-0840, for a five-year term with one five-year option to renew, for a total of ten years. On December 15, 2004 City Council approved Ordinance No. 2004-1298, for a supplemental agreement to add a concession for commissions on local and long distance calls on public pay telephones at non-jail locations. On February 18, 2009 City Council approved Ordinance No. 2009-0127 to amend the scope of services and to extend the contract term from October 3, 2010 to October 2, 2015. On September 19, 2012 City Council approved Ordinance No. 2012-0835 to amend the contract with the FBI Criminal Justice Information System (CJIS) addendum. On September 30, 2015 City Council approved Ordinance No. 2015-0939 to amend the annual payment rate and to extend the term of this Concession Agreement to October 2, 2017. On December 9, 2015 City Council approved Ordinance 2015-1250 to amendment the Concession Agreement under the fourth amendment, to eliminate the commission payments and bonus compensation and to revise rates for telephone calls made pursuant to this Agreement.

 

The contract term extension is being  requested due to the construction delay of the opening of the new Harris County Joint Processing Center (JPC), that was originally estimated for completion in 2017, the current estimated completion date is June 2018. When the JPC becomes operational, Harris County will assume responsibilities for all jail operations from the City. All City jail facilities will close, and these telephones will be disabled and no longer operational for use.

 

The scope of work requires the contractor to provide an automated coin-less telephone system with computerized and software that will facilitate local and long distance (collect) calls made by jail inmates. The contractor also provides closed-circuit security/surveillance systems at City jails to record prisoner images upon entrance to the facility. The current equipment, that is owned by the City will be phased out upon completion of the JPC.

 

M/WBE Participation:

This contract was awarded with a 12% M/WBE participation goal. The designated subcontractor Kataman Communications, LLC is currently exceeding the goal.

 

Hire Houston First:

Hire Houston First does not apply to this procurement, because it is telecommunication and information services, which may not be subject to any local preference, per state law.
