SUBJECT: Second Amendment and Additional Appropriation to the Interlocal Agreement between the City of Houston, Tax Increment Reinvestment Zone Number Thirteen, and Old Sixth Ward Redevelopment Authority for the Reconstruction of Sabine Street and Utilities Improvements in Old Sixth Ward. WBS No. R-000521-0055-7, N-321040-T001-7
PROJECT NOTICE /JUSTIFICATION: The Second Amendment will provide funding for the reconstruction of Sabine Street and replacement of the underground utilities from Lubbock Street to Washington Avenue. The City’s cost share to be appropriated is $876,336.00, which includes street and drainage improvements and water line adjustments. The shared cost by Tax Increment Reinvestment Zone Number Thirteen (Old Sixth Ward TIRZ) and Old Sixth Ward Redevelopment Authority (OSWRA) is $673,438.00, which includes wastewater line replacements and street and drainage improvements. The total cost of the project is $1,549,774.00. This project is required to replace deteriorated pavement and inadequate utilities within the project limits.
LOCATION: The improvement area is in the Old Sixth Ward area, bounded by Memorial Drive to the south, Sawyer Street to the west, Washington Avenue to the north, and Houston Avenue to the east. The improvements are located on Key Map grid 493 K.
PREVIOUS HISTORY AND SCOPE: City Council approved the original interlocal agreement between the City of Houston, Old Sixth Ward TIRZ, and Old Sixth Ward Redevelopment Authority on September 19, 2012 under Ordinance No. 2012-0827. The first amendment to the interlocal agreement was approved by City Council on November 16, 2016 under Ordinance No. 2016-0885. The project consisted of upgrades to public and private sanitary sewers to comply with City code and standards. Under the agreement, the City provided funding for private sanitary sewer service connections within the project limits.
