Specific Explanation:
The Director of the Mayor’s Office of Public Safety and Homeland Security and the Chief Procurement Officer recommend that City Council approve an award to Polimaster, Inc. on its low bid that meeting specifications in the total amount not to exceed $7,999,813.80 for the Mayor’s Office of Homeland Security. It is further requested that authorization be given to make purchases, as needed for a thirty-six-month term with two one-year options.
This award consists of Personal Radiation Detectors (PRD) including the furnishing, delivery, calibration, and maintenance of the equipment for over 5,000 law enforcement officers in the Greater Houston region.
This project is supported by the Department of Homeland Security, Domestic Nuclear Detection Office’s Securing the Cities (STC) program, first awarded to Houston in FY2015 for five years and up to $30 million in funding and support. A STC program office operates within the Mayor’s Office of Public Safety & Homeland Security to facilitate the grant’s implementation. The primary means of detecting radioactive material that is with the use of electronic instrumentation known as Personal Radiation Detectors (PRDs). These pager sized detectors are worn by first responders and alarm when in the presence of radiation. An investigation as to the cause of the alarm can quickly determine whether the source is legal (such as commercial radiography equipment) or illicit (such as a radiation dispersal device aka dirty bomb).
This project was advertised in accordance with the requirements of the State of Texas bid laws. Eleven (11) prospective bidders downloaded the solicitation document from SPD’s e-bidding website and three bids were received as outlined below (based on unit price).
