Summary:

ORDINANCE awarding contract to SPECIALIZED MAINTENANCE SERVICES, INC for Sanitary Sewer Preventive Maintenance Cleaning and Television Inspection; setting a deadline for the proposer's execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the proposer in default if it fails to meet the deadlines; providing funding for contingencies relating to construction of facilities financed by the Water & Sewer System Operating Fund - $3,431,610.00 - Enterprise Fund

Background:

SUBJECT:  Contract Award for Sanitary Sewer Preventive Maintenance Cleaning and Television Inspection.

 

RECOMMENDATION: (Summary) Accept selected proposal, award construction contract, and allocate funds.

 

SPECIFIC EXPLANATION: This project will provide for sanitary sewer preventive maintenance cleaning and television inspection of sanitary sewers throughout the City. The project involves sanitary sewer preventive maintenance cleaning and television inspection. The purpose is to reduce sanitary sewer overflows, which is accomplished by cleaning sewer lines.

 

DESCRIPTION/SCOPE: This project consists of sewer preventive maintenance cleaning and television inspection. The contract duration for this project is 730 calendar days. 

 

LOCATION:  The project area is generally bounded by the City Limits.

 

PROPOSALS:  The Request for Proposal was advertised in accordance with the requirements of the State of Texas procurement laws. Two (2) proposals were received on May 11, 2017. The criteria for evaluation of Proposals and selection of Specialized Maintenance Services, Inc. for this award was based on the following:

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor is a designated HHF company, but they were the successful awardee without application of the HHF preference.

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s Pay or Play ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 17.00% MBE goal, and 7.00% WBE goal for this project.
