Specific Explanation:
The Houston Public Library Director and the Chief Procurement Officer recommend that City Council approve an amending ordinance to increase the maximum contract amount from $1,500,000.00 to $1,875,000.00 for the contract between the City of Houston and Sirsi Corporation, dba SirsiDynix for Integrated Library System and Discovery Services for the Houston Public Library.
The contract was awarded on December 12, 2012 by Ordinance No. 2012-1055 for five year term, with three-one year options in the amount not to exceed $1,500,000.00. Expenditures as of September 11, 2017 totaled $1,338,117,31. The additional spending authority amount will sustain the department thru the contract term and allow them to install Radio Frequency Identification technology at six (6) library locations.
The original purchase consisted of an integrated open, versatile, and scalable library management solution for managing all collection-oriented technical and public services within Houston Area Library Automated Network (HALAN) libraries. All new members added to the network will receive the same services under the terms of the existing contract.
Hire Houston First:
The proposed contract required compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Sirsi Corporation dba SirsiDynix did not meet the requirement for HHF designations, no HHF firms were within three percent.
M/WBE Subcontracting:
Zero-Percentage Goal document approved by the Officer of Business Opportunity.
Fiscal Note:
Funding for this item is included in the FY 2018 Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
