Summary:

RECOMMENDATION from Acting Director Department of Public Works & Engineering for approval of final contract amount $4,480,392.00 and acceptance of work on contract with LEM CONSTRUCTION, INC for New Grit Removal Systems and Bar Screen Repair/Replacement at Almeda Sims Wastewater Treatment Plant - 3.02% under the original contract amount - DISTRICT D - BOYKINS

Background:

SUBJECT: Accept Work for New Grit Removal Systems and Bar Screen Repair/Replacement at Almeda Sims Wastewater Treatment Plant, WBS No. R-000298-0007-4.

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $4,480,392.00 or 3.02% under the original Contract Amount, accept the work, and authorize final payment. 

PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Program to renew/replace inefficient components of the existing Wastewater Treatment Plant (WWTP) facilities.

DESCRIPTION/SCOPE: This project consisted of constructing a new grit removal system, odor control and bar screen at Almeda Sims WWTP. Arcadis, U.S., Inc. designed the project with 540 calendar days allowed for construction. The project was awarded to LEM Construction Co., Inc. with an original Contract Amount of $4,619,680.00.

LOCATION: The project area is located at 12319 ½ Almeda Road in Key Map Grid 572L and 572M.

CONTRACT COMPLETION AND COST: The Contractor, LEM Construction Co., Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 160 days approved by Change Order Nos. 1 - 3. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Orders Nos. 1, 2, and 4, is $4,480,392.00, which is a decrease of $139,288.00 or 3.02% under the original Contract Amount. The decrease cost is a result of the difference between planned and measured quantities.

 

M/WSBE PARTICIPATION: The M/WBE goal established for this project was 23.58%.  According to Office of Business Opportunity, the participation was 23.22%. Contractor’s M/WBE performance evaluation was rated satisfactory. The advertised goal was 11% MBE and 7% WBE. The prime committed to 11.47% MBE, 8.11% WBE, and 6.93% SBE at the time of award. The prime met the goals, therefore, received a satisfactory rating for their efforts.
