Summary:

ORDINANCE consenting to the addition of 73.845 acres of land to HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 420, for inclusion in its district

Background:

SUBJECT: Petition for the City’s consent to the addition of 73.845 acres to Harris County Municipal Utility District No. 420 (Key Map No. 572W).  

RECOMMENDATION: Petition for the City’s consent to the addition of 73.845 acres to Harris County Municipal Utility District No. 420 be approved. 

SPECIFIC EXPLANATION: Harris County Municipal Utility District No. 420 was created through an act of the Legislature in 2005, and currently consists of 104.4481 acres within Harris County.  The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add 73.845 acres of vacant land, proposed be developed as single family residences, to the district.  The proposed annexation tract is located in the vicinity of South Sam Houston Parkway West, Hiram Clarke, Anderson Road, and Almeda Road.  The addition of land to the district does not release it from the City’s extraterritorial jurisdiction.

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

The district has a sanitary sewer service contract for wastewater treatment with the City of Houston. Its effluent is treated by the Almeda Sims Wastewater Treatment Plant.  Potable water is provided by the district via a water supply contract with the City of Houston.

The nearest major drainage facility for Harris County Municipal Utility District No. 420 is Clear Creek, which flows to Clear Lake, and then into Galveston Bay.  The proposed annexation tract is not within the 100 or 500 year floodplain.

By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.   

The Utility District Review Committee recommends that the subject petition be approved.
