Background:
Formal Bids Received for S21-S26249 - Approve an award to Central Turf Farms, Inc. in an amount not to exceed $969,414.48 for St. Augustine sod blocks for the Department of Public Works and Engineering. 

 

Specific Explanation:

The Interim Director of the Department of Public Works and Engineering and Chief Procurement Officer recommend that City Council approve an award to Central Turf Farms, Inc. on its low bid in an amount not to exceed $969,414.48 for St. Augustine sod blocks for the Department of Public Works and Engineering (PWE).  It is further requested that authorization be given to make purchases, as needed, for a 36-month period, with two one-year options.  This award consists of approximately 398,936 square yards of St. Augustine sod blocks to be used by the Department to restore public easements and limited private areas that have been damaged during underground water/sewer system repairs and installations citywide. 

 

This project was advertised in accordance with the requirements of the State of Texas bid laws.   Nine prospective bidders downloaded the solicitation document from SPD’s e-bidding website and two bids were received as outlined below. 

 

Central Turf Farms, Inc.:  Award on its low bid for Line Item No. 1 (St. Augustine sod blocks) in an amount not to exceed $969,414.48.

  • Due to the disparity between the bids, the Strategic Procurement Division (SPD) buyer contacted the potential supplier to discuss the scope of work for this procurement.  During the discussion Central Turf Farms, Inc.'s representative stated that its bid includes all cost associated with supplying the items requested in the bid specifications.  Based on the aforementioned, the Strategic Procurement Division and the department are confident that the recommended company can provide the specified items for the price bid. 

 

  • Subsequent to receipt of the bid, SPD contacted prospective bidders to determine the reason for the limited response to the ITB.  One supplier advised that they could not get their pricing from their supplier by the bid close date and other potential bidders did not respond to SPD's survey.  

 

MWBE Participation:

This bid was issued with an 11% MWBE participation goal.  Central Turf Farms, Inc. has designated the below-named company as its certified M/WBE subcontractor.

Hire Houston First:

The proposed award requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation.  In this case, Central Turf Farms, Inc. does not meet the requirements for HHF designation; no HHF firms were within three percent.

 

Fiscal Note:

Funding for this item is included in the FY18 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
