SUBJECT: Accept Work for Intercontinental Airport Wastewater Treatment Plant Improvements. WBS No. R-000265-0060-4.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $14,121,560.73 or 4.69% over the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s ongoing program for improvements to the major wastewater treatment plants.
DESCRIPTION/SCOPE: This project consisted of various upgrades and improvements to the Intercontinental Airport Wastewater Treatment Plant, including, but not limited to the following:

Pumps Replacement at the Influent Lift Station

Construction of Headworks Structure and Installation of Mechanical and Manual Bar Screens

Construction of Blower Building and Installation of New Blowers

Various other improvements to the Aeration Basins, Clarifiers, and Non-Potable Water System
CP&Y, Inc. designed the project with 547 calendar days allowed for construction. The project was awarded to Pepper-Lawson Waterworks, LLC., with an original Contract Amount of $13,488,820.00.
LOCATION: Intercontinental Airport Wastewater Treatment Plant is located at 2450 Rankin, Houston, Texas. The project is located in Key Map Grid 373H.
CONTRACT COMPLETION AND COST: The Contractor, Pepper-Lawson Waterworks, LLC., has completed the work under the subject Contract. The project was completed on time, with an additional 175 days approved by Change Order Nos. 1 - 4. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1 - 3 is $14,121,560.73, an increase of $632,740.73 or 4.69% over the original Contract Amount and under 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 18%. The M/WBE plan established for this project was 22.79% utilizing 4% SBE participation. According to Office of Business Opportunity, the participation was 22.40%. The Contractor’s M/WBE performance evaluation was rated Satisfactory.
