Summary:

ORDINANCE appropriating $2,324,933.00 out of Metro Projects Construction DDSRF, $1,683,645.00 out of Street & Traffic Control and Storm Drainage DDSRF, $889,422.00 out of Water & Sewer System Consolidated Construction Fund and $3,700,000.00 out of The Woodlands Regional Participation Fund, awarding contract to CONRAD CONSTRUCTION CO., LTD. for Greenbriar Street Paving and Drainage from Rice Boulevard to W. Holcombe Boulevard; setting a deadline for the bidder's execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for testing services, CIP Cost Recovery and contingencies relating to construction of facilities financed by the Metro Projects Construction DDSRF, the Street & Traffic Control and Storm Drainage DDSRF, the Water & Sewer System Consolidated Construction Fund and The Woodlands Regional Participation Fund - DISTRICT C - COHEN

Background:

SUBJECT: Contract Award for Greenbriar Street Paving and Drainage from Rice Boulevard to W. Holcombe Boulevard. WBS No. N-100004-0001-4 and S-000500-0191-4

 

RECOMMENDATION: (SUMMARY) Accept low bid, award Construction Contract and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Street and Traffic Capital Improvement Plan (CIP) and is required to meet City of Houston Standards as well as improve traffic circulation, mobility, and drainage in the service area. Deterioration of the existing pavement and the future traffic volume requires that the roadway be reconstructed.

 

DESCRIPTION/SCOPE: This project consists of the construction of approximately 4,400 linear feet of roadway reconstruction to major thoroughfare standards.  The proposed project improvements include a four-lane undivided concrete roadway on Greenbriar Street from Rice Boulevard to University Boulevard and a three-lane undivided concrete roadway from University Boulevard to W. Holcombe Boulevard with curbs, storm sewer system, sidewalks, driveway, street lighting, traffic control, and necessary underground utilities.  The Contract duration for this project is 540 calendar days.  This project was designed by Parson Brinckerhoff, Inc.

 

LOCATION: The project area is generally bound by Rice University on the north, W. Holcombe Boulevard on the south, S. Main Street on the east and Kirby Drive on the west.  The project is located in Key Map Grids 532C & G.

 

BIDS: This project was advertised for bidding on April 14, 2017. Bids were received on May 11, 2017.  The six (6) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Conrad Construction Co., LTD. with a low bid of $7,351,811.50 and Addendum Numbers 1 and 2 be made a part of this Contract.

 

PROJECT COST: The total cost of this project is $8,598,000.00 to be appropriated as follows:

Testing Services will be provided by Ninyo & Moore Geotechnical & Environmental Sciences Consultants under a previously approved contract.

 

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case Conrad Construction Co., LTD. is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 11% MBE goal and 7% WBE goal for this project.

No significant Fiscal Operating impact is anticipated as a result of this project.

 

There is a total of six (6) parcels. All six (6) parcels will be acquired before January 2019.

 

All known third party private utilities have been relocated except for CenterPoint Energy Gas to be completed by October 2017.
