RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $4,167,335.40 or 4.22% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Water Line Replacement Program. This program was required to replace and upgrade water lines within the City to increase availability of water, improve circulation and fire protection.
DESCRIPTION/SCOPE: This project consisted of the construction of approximately 33,000 linear feet of water lines with related appurtenances in the Sherwood Forest Area. Jones & Carter, Inc. designed the project with 305 calendar days allowed for construction. The project was awarded to McKinney Construction, Inc. with an original Contract Amount of $4,350,750.00.

CONTRACT COMPLETION AND COST: The Contractor, McKinney Construction Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date. Liquidated damages in the amount of $20,800.00 for 26 days at $800/day were assessed and reflected in the final payment to the Contractor. The final cost of the project, including overruns and underruns of estimated unit price quantities and previously approved Change Order Nos. 1 and 2 is $4,167,335.40, a decrease of $183,414.60 or 4.22% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
This decrease is primarily the result of an underrun in Extra Unit price Items and certain other items not used, which was not necessary to complete the project.
M/WSBE PARTICIPATION: The M/WBE goal established for this project was 21.72%. According to Office of Business Opportunity, their participation was 33.98%. Contractor’s M/WBE performance evaluation was outstanding.
