SUBJECT: Professional Engineering Services Contract between the City and HR Green, Inc., for DR15 SWAT 4A Northside/Northline Drainage and Paving Improvements. WBS No. M-420HUD-004A-3.
RECOMMENDATION: (SUMMARY)
An ordinance approving a Professional Engineering Services Contract with HR Green, Inc., and allocate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Department of Housing and Urban Development’s Community Development Block Grant – 2015 Disaster Recovery program and is necessary to reconstruct inadequate drainage systems and reduce the potential for structural flooding. This project represents how the City will use its grant allocation to support recovery in the most impacted and distressed areas included in the 2015 major disaster declaration. This project demonstrates the City’s commitment to recover, rebuild, and focus on resilience for its citizens.
DESCRIPTION/SCOPE: This project provides for design and construction of storm water drainage and paving improvements and necessary utilities to serve the Northside/Northline area.
LOCATION: The project area is generally bound by Parker Road on the north, Tidwell Road on the south, Bauman Road on the east, and Fulton Street on the west. The project is located in Key Map Grids 413 X&Y and 453 B&C.
SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant will perform Phase I - Preliminary Design, Phase II - Final Design, Phase III - Construction Phase Services and Additional Services. The Basic and Additional Services fee for the work order will be negotiated for each Phase based on the scope of services required and all Phases will be paid on a reimbursable basis with authorization not-to-exceed the agreed upon amount.
The total cost of this project is $1,392,000.00 to be allocated as follows: $1,200,000.00 for Contract services and $192,000.00 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal for the project is set at 24%. The Consultant has proposed the following firms to achieve this goal.
