ORDINANCE consenting to the addition of 108.190 acres of land to HARRIS-MONTGOMERY COUNTIES MUNICIPAL UTILITY DISTRICT NO. 386, for inclusion in its district; containing findings and other provisions related to the foregoing subject; and declaring an emergency

Background:

SUBJECT: Petition for the City’s consent to the addition of two (2) tracts of land totaling 108.19 acres to Harris – Montgomery Counties Municipal Utility District No. 386 (Key Map No. 249U).

RECOMMENDATION: Petition for the City’s consent to the addition of two (2) tracts of land totaling 108.19 acres to Harris – Montgomery Counties Municipal Utility District No. 386 be approved.

SPECIFIC EXPLANATION: Harris – Montgomery Counties Municipal Utility District No. 386 has petitioned the City of Houston for consent to add two (2) tracts of land totaling 108.19 acres, located in the extraterritorial jurisdiction of the City, to the district.

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

The district is located in the vicinity of Grand Parkway, FM 2978, Woodlands Parkway, and Kuykendahl Road. The district desires to add two (2) tracts of land totaling 108.19 acres, thus yielding a total of 3,3663.242 acres. The district is served by a regional plant, the Harris County Municipal Utility District No. 387 Treatment Plant.  The entities served by this plant are Harris-Montgomery Counties Municipal Utility District No. 386 and The Woodlands Land Development Co., L.P. The nearest major drainage facility for Harris-Montgomery Counties Municipal Utility District No. 386 is Spring Creek, which flows to the San Jacinto River, and finally into Lake Houston.

Potable water is provided by the district. By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.

The Utility District Review Committee recommends that the subject petition be approved.
