The Houston Parks and Recreation Department (HPARD) requests City Council approve and interlocal agreement (ILA) with the Houston Parks Board LGC, Inc. (HPB) and appropriate funds for the acquisition of a 1.46-acre property located on Wilcrest Drive near the intersection with Brays Bayou in Park Sector 18 and City Council District F.
HPARD and HPB recommend this acquisition of parkland to be developed as a trailhead and greenspace along the Brays Bayou Greenway and to serve an area of Very High Need within Park Sector 18. The HPARD Master Plan identifies a need to add 401 acres of parkland to serve this community.
The Houston Parks Board has secured a pledge of $450,000 from the Kinder Foundation for this acquisition on the condition the City of Houston contribute an equal match. HPARD has identified available match in the Park and Recreation Dedication Fund created through the Parks and Open Spaces Ordinance ( 2007-1141) for the acquisition and improvement of parks. HPB will fund the development of the greenspace and take on maintenance as part of the Brays Bayou Greenway project.
If City Council approves the ILA and appropriation, HPARD will remit the City's contribution to HPB for purchase from the current owner. HPB will convey the property to the City of Houston as soon as possible after the closing.
