Summary:

ORDINANCE appropriating $67,821.70 out of Water & Sewer System Consolidated Construction Fund as an additional appropriation to an Interlocal Agreement between the City of Houston and HARRIS COUNTY for the relocation of City of Houston utilities on Gulf Bank Road at Sweetwater Lane (Approved by Ordinance No. 2011-0542, as amended); providing funding for CIP Cost Recovery relating to construction financed by the Water & Sewer System Consolidated Construction Fund - DISTRICT H - CISNEROS

Background:

SUBJECT: Additional Appropriation to the Interlocal Agreement between the City of Houston and Harris County for the Relocation of City of Houston Utilities on Gulf Bank Road at Sweetwater Lane.  WBS Nos. R-000521-H061-7 and S-000521-H061-7

 

RECOMMENDATION:   Approve an ordinance appropriating additional funds to the Interlocal Agreement between the City of Houston and Harris County.

 

PROJECT NOTICE/JUSTIFICATION:  Harris County desires to improve Gulf Bank Road at Sweetwater Lane with drainage improvements and a proposed northbound-southbound left turn lane.  The City owns and operates various facilities which lie within the right-of-way of Gulf Bank Road.  During the initial phase of the project planning, the County advised the City of their intention to construct the improvements, and requested the City to relocate the City’s utilities in order not to conflict with the County’s improvements.   The City requested the County to include the City’s utility relocation and construction in the County’s contract.

 

DESCRIPTION/SCOPE:   The City’s portion of the proposed project consists of the relocation and construction of the City’s water and sanitary sewer lines located in the right-of-way of the County’s Improvements Project. 

 

LOCATION:  The project is located in Key Map Grid 412M.

 

SCOPE OF THE AGREEMENT:  Under the terms of the agreement, Harris County provided all engineering and related services necessary to develop plans, specifications and estimates for construction of the project and the City’s utilities relocation. The City is 100% responsible for the cost associated with the City’s utilities relocation within the project limits.  The City’s portion of the project was originally estimated at $211,872.65. On June 22, 2011 under Ordinance No. 2011-0542, City Council appropriated $254,246.00 to cover the City’s cost participation.

 

On June 27, 2012, under Ordinance No. 2012-0612, City Council approved Amendment No. 1 to the Interlocal Agreement and appropriated an additional $68,274.00 for acquiring additional land needed to satisfy the City’s requirement for placement of water lines in excess of the amount appropriated under the agreement. 

 

In January of 2017, Harris County entered a contract with the lowest bidder for construction of the proposed project. The Contractor’s bid price exceeded the estimated cost for the City’s portion of the project.  Therefore, the County is requesting the City to provide an additional $50,238.30 to satisfy the City's cost participation.

 

The total requested appropriation of $67,821.70 is to be appropriated as follows: $50,238.30 in additional construction costs, $10,047.66 for added contingency and $7,535.74 for CIP Cost Recovery.

 

ESTIMATED FISCAL OPERATING IMPACT:

No significant Fiscal Operating Impact is anticipated as a result of this project.

 

ACTION RECOMMENDED:  It is recommended that City Council adopt an ordinance approving an additional appropriation of $67,821.70 for the City’s total cost participation.
