SUBJECT: Accept Work for East Water Purification Plant (EWPP) Sludge Management, Land Application Road Improvements and Levee Repairs at Plants 1 and 2.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $3,107,523.46 or 2.19% under the revised total Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Capital Improvement Program to increase the safety, reliability and the efficiency of operations at the East Water Purification Plant (EWPP) and is required to meet TCEQ standards.
DESCRIPTION/SCOPE: This project consisted of construction improvements of access roads, site drainage, stormwater discharge pumping station, and the addition of truck wash stations on the land application site. It also included the rehabilitation of the forebay levee at Plants 1 and 2 at the East Water Purification Plant (EWPP). PKV Engineering designed the project with 190 calendar days allowed for construction. The project was awarded to Pepper-Lawson Waterworks, LLC. with an original Contract Amount of $2,684,355.00 and an additional Contract Amount of $492,640.00 for a revised total Contract Amount of $3,176,995.00.
LOCATION: The project area is generally bound by Clinton Drive on the South, and Federal Road on the East. The project is located in Key Map Grids 496 U & Y.
CONTRACT COMPLETION AND COST: The Contractor, Pepper-Lawson Waterworks, LLC., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 757 days approved by Change Order Nos. 1 - 6. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1 – 5 is $3,107,523.46, a decrease of $69,471.54 or 2.19% under the revised total Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 20.00%. The M/WBE plan established for this project was 14.73%. According to Office of Business Opportunity, the participation was 19.43%. Contractor’s M/WBE performance evaluation was rated Outstanding for the prime exceeding the goal.
