Summary:

RECOMMENDATION from Acting Director Department of Public Works & Engineering for approval of final contract amount of $12,118,465.23 and acceptance of work on contract with REYTEC CONSTRUCTION RESOURCES, INC for Wallisville Paving and Drainage: Lockwood to North Wayside - 0.06% over the original contract amount - DISTRICTS B - DAVIS and H - CISNEROS

Background:

 

SUBJECT: Accept Work for Wallisville Paving and Drainage: Lockwood to North Wayside;

WBS Nos N-000626-0001-4, R-000500-0115-4 and S-000500-0115-4

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $12,118,465.23 or 0.06% over the original Contract Amount, accept the Work and authorize final payment.

PROJECT NOTICE/JUSTIFICATION: This project replaced and widened a street that was deteriorated beyond economical repair and normal maintenance. It improved traffic circulation, mobility and drainage in the service area. These improvements upgraded the roadway to the Major Thoroughfare and Freeway Plan (MTFP) standards.

DESCRIPTION/SCOPE: This project consisted of the rehabilitation of approximately 7,178 linear feet of the existing two lane roadway to a three-undivided concrete roadway including a continuous center turn lane. The project improvements also included curbs, an underground storm sewer system to mitigate street flooding, new inlets, sidewalks, street lights, railroad crossing and necessary utilities. Gunda Corporation, LLC, designed the project with 550 calendar days allowed for construction. The contract was awarded to Reytec Construction Resources, Inc. with an original Contract Amount of $12,111,691.00.

 

LOCATION: The project area is located between Interstate 10 on the south, Union Pacific Rail Road on the north, North Wayside on the east and Lockwood on the west. The project is located in Key Map Grids 495A and 495B.

CONTRACT COMPLETION AND COST: The Contractor, Reytec Construction Resources, Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 125 days approved by Change Order Nos. 2 and 4. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1, 2, 3, 4, 5 and 6 is $12,118,465.23, an increase of $6,774.23 or 0.06% over the original Contract Amount and under 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.

M/WSBE PARTICIPATION: The M/WSBE goal established for this project was 18.31%.  According to Office of Business Opportunity, the participation was 21.53%.  Contractor’s M/WSBE performance evaluation was rated Satisfactory. Reytec Construction Resources Inc. received a reduced rating because they failed to utilize one of the originally listed sub-contractors, RP Construction, and did not request a deviation to address their non-utilization during the life of the project, as required.
