SUBJECT: Contract Award for Water Main Replacement in Memorial Woods Area. WBS No. S-000035-0204-4.
RECOMMENDATION: Accept low bid, award Construction Contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s Water Line Replacement Program. This program is required to replace and upgrade water lines within the City to increase availability of water, improve circulation and fire protection.
DESCRIPTION/SCOPE: This project consists of the construction of approximately 46,224 linear feet of water lines with related appurtenances in the Memorial Woods Area. The contract duration for this project is 470 calendar days. This project was designed by Isani Consultants L.P.
LOCATION: Area 1: Mayfield Road on the north, Long Point Road and Shadow Oaks on the south, Gessner Road on the east and Shadowbend on the west. Key Map Grid number 449Z & 450W and Council District A. Area 2: Cedar Post from Longpoint to Westview. Key Map Grid number 450X & Y and Council District A. Area 3: Hazelhurst on the north, Westview Drive on the south, Moorhead Drive on the east and Witte Road on the west. Key Map Grid number 450W & X and Council District A. Area 4: Ruland from Campbell to approximately 1,300 LF east. Key Map Grid number 450Y & Z and Council District A. Area 5: Briar Forest Drive on the north, Waldemar Drive on the south, Cedar Pass on the east and Shannon Valley on the west. Key Map Grid number 489N and Council District G. Area 6: Barryknoll Lane on the north, Taylorcrest Road on the south, Bunker Hill Road on the east and W-161-00-00 ditch on the west. Key Map Grid number 490A, B, E, F and Council District G.
BIDS: This project was advertised for bidding on March 17, 2017. Bids were received on April 06, 2017. The five (5) bids are as follows:

PROJECT COST: The total cost of this project is $4,694,100.00 to be appropriated as follows:

Engineering and Testing Services $150,000.00

CIP Cost Recovery $284,003.62
Engineering and Testing Services will be provided by Alpha Testing, Inc. under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case D.L. Elliott Enterprises, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WSBE PARTICIPATION: The low bidder has submitted the following proposed program to satisfy the 12% MBE goal and 8% WBE goal for this project.
