SUBJECT: Professional Construction Management and Inspection Services Contract between the City of Houston and Sowells Construction Management & Inspection, LLC., for Water and Wastewater Systems Project.
RECOMMENDATION: (Summary) Approve Professional Construction Management and Inspection Services Contract with Sowells Construction Management & Inspection, LLC and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is a part of the City’s Capital Improvement Plan (CIP) for Water and Wastewater Systems Projects.
DESCRIPTION/SCOPE: This Contract provides for Construction Management and Inspection Services for Capital Projects in connection with Water and Wastewater System Projects.
LOCATION:The projects are located throughout the City of Houston.
SCOPE OF CONTRACT AND FEE: This contract will provide Construction Management and Inspection Services, including contract administration, processing pay estimates, coordinating schedules, evaluating proposals and change orders, site representation, inspection, document control, constructability review, project closeout and other tasks requested by the Director of the Houston Public Works.
Project funding for construction management services will be appropriated with the contract award. The requested appropriation of $40,000.00 will provide for limited pre-construction review and preparation as required.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: Sowells Construction Management & Inspection, LLC has proposed the following firms to achieve the 24% goal for this project.
