SUBJECT: Contract Award for Metro Central and Turkey Creek Wastewater Treatment Plant (WWTP) Improvements, R-000265-0083-4
RECOMMENDATION: (SUMMARY)
Accept low bid, award Construction Contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s on-going program for improvements to the major wastewater treatment plants.
DESCRIPTION/SCOPE: This project consists of upgrades and improvements to the lift station, clarifiers, sludge thickener, blower system, and to the sludge pumps at Metro Central WWTP and the replacement of transformer at Turkey Creek WWTP. The Contract duration for this project is 613 calendar days. This project was designed by Infrastructure Associates, Inc.
LOCATION: Metro Central WWTP is located at 12815 Old Galveston Road, Houston, Texas 77598 and Turkey Creek WWTP is located at 1147 Enclave Avenue, Houston, Texas 77077. The project is located in Key Map Grid 617 C and 488 G.
BIDS: This project was advertised for bidding on March 3, 2017. Bids were received on April 6, 2017. The three bids are as follows:

Engineering and Testing Services will be provided by HTS, Inc. Consultants under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case Industrial TX Corp. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 11% MBE goal and 7% WBE goal for this project.
